How do I set time restrictions on YouTube on an iPad

Settings --> Screen Time --> Turn on Screen Time
Select "This is my Child's iPad"
Follow the instructions to set up a Screen Time passcode. This is different from your iPad login passcode.
Click on App Limits.
Step 2: Block browser access to YouTube
Click on Content and Privacy Restrictions. Click on the toggle to turn on
Select Content Restrictions --> Web content --> Limit Adult Websites
Beneath "Never Allow" click "Add Website"
Type in www.youtube.com

Long press on the app icon
select "Remove App"

Is YouTube Kids a safe app for children?
YouTube Kids does not have targeted advertising and contains safer content. However, videos are screened using a mix of automated analysis and user inputs. This can result in inappropriate content making its way into YouTube Kids. Children watching YouTube Kids should be carefully monitored or Content Settings should be set to "Approved content only." This setting will allow you to choose the videos or collections that your child can watch. With this setting, children will not be able to search for videos. The suggested settings for YouTube Kids are shown in the image to the right.

Restricted Mode is an optional setting that you can use to help screen out potentially mature content that may prefer your children not to view.
